Referring to your letter of the 14th March,
I have the honour to transmit to you, for the information of the Secretary of State, a copy of the Agreement into which we have entered on behalf of the Government of Hong Kong with Mr. Augh P. Tocher on his appointment as second consecutive banker in that Colony.
A passage has been provided for Mr. Booker in the steamship "Flancus" appointed to leave Liverpool on the 15th instant.
